ALERTCalifornia provides state-of-the-art technology that supports data-driven decisions to prepare for, respond to, and recover from natural disasters.

Based at the University of California San Diego, ALERTCalifornia is a public safety program working to understand wildfires and other natural hazards and determine short and long-term impacts on people and the environment to inform management decisions.

The state-focused program manages a network of more than 1,200 monitoring cameras and sensor arrays (as of February 2026), and collects data that provides actionable, real-time information to inform public safety. In addition to the camera network, and in response to increasingly frequent and severe climate-driven disasters, ALERTCalifornia is prioritizing novel data collection and research. These data are open-source and are shared with fellow institutions and partners. 

Advanced technology offers fresh insight into the cascading disasters associated with wildfires, such as post-fire debris flows, floods, and erosion. These data will lead to a greater understanding of natural disasters and their long-term pacts on air, water, and soil quality as well as human health in California.

ALERTCalifornia’s multidisciplinary team is based at UC San Diego’s Jacobs School of Engineering, Qualcomm Institute, and Scripps Institution of Oceanography. The program also works closely with partners across the state. 

In 2023, CAL FIRE, ALERTCalifornia, and industry partner DigitalPath developed a new AI system that provides early wildfire confirmation and actionable real-time data to quickly scale fire resources, helps evacuations through enhanced situational awareness, and monitors fire behavior. In its first season, the AI platform was utilized in all 21 CAL FIRE Dispatch Centers and detected over 1,200 fires across California, beating 911 call reporting over 30% of the time. It is especially effective in spotting anomalies in remote locations and is proven effective at night. The AI tool was recognized by TIME as one of the top innovations of 2023. 

ALERTCalifornia now works with federal, state, and local agencies to ensure emergency managers have access to our camera network, the AI, and the latest technology that provides them with real-time data to inform response. 

In 2025, ALERTCalifornia worked with Esri to release a novel map layer that allows emergency managers and the public to incorporate live camera views into their maps, enhancing situational awareness and preparedness before, during, and after natural disasters. Soon after ALERTCalifornia was awarded a Special Achievement in GIS award from Esri for innovation in the field of GIS software and technology, geospatial analytics, and mapping.

BurnPro3D uses a coupled fire/atmosphere model to capture the interaction between user-defined complex ignition patterns and environmental conditions. With support from the National Science Foundation, the BurnPro3D team is developing emerging AI techniques to transform the characterization of the fire environment, including dynamic site-specific three-dimensional fuels and winds.

Preventing wildfires in the State Responsibility Area (SRA) is a vital part of CAL FIRE’s mission. While these efforts have occurred since the early days of the Department, CAL FIRE has adapted to the evolving destructive wildfires and succeeded in significantly increasing its efforts in fire prevention. The Department's Fire Prevention Program consists of multiple activities including wildland pre-fire engineering, vegetation management, fire planning, education and law enforcement. Typical fire prevention projects include brush clearance, prescribed fire, defensible space inspections, emergency evacuation planning, fire prevention education, fire hazard severity mapping, and fire-related law enforcement activities.

CAL FIRE’s mission emphasizes the management and protection of California’s natural resources; a goal that is accomplished through ongoing assessment and study of the State's natural resources and an extensive CAL FIRE Resource Management Program. CAL FIRE oversees enforcement of California’s forest practice regulations, which guide timber harvesting on private lands. Reviews and inspections ensure protection of watershed and wildlife, as well as renewal of timber resources. Department foresters and fire personnel work closely to encourage and implement fuels management projects to reduce the threat of uncontrolled wildfires. CAL FIRE Foresters promote conservation and the importance of our trees and forests to Californians of all ages.

CAL FIRE manages 14 Demonstration State Forests that provide for commercial timber production, public recreation, and research and demonstration of good forest management practices. Additional forestry programs include urban forestry, archaeology, pest management, etc.

California Landscape Metrics (CLM) is a statewide, interagency-developed geospatial data initiative that consolidates and standardizes key landscape-scale metrics across California. The project brings together data from four former regional “Regional Resource Kits” into a unified suite of mapped data layers designed to support forest and landscape resilience. CLM was developed by a collaboration of scientists from the USDA Forest Service Pacific Southwest Research Station (PSW), CAL FIRE’s Fire and Resource Assessment Program (FRAP), the Climate and Wildfire Institute (CWI), and researchers at several universities such as University of California, Berkeley and University of California, Irvine, among others. The data layers cover a broad range of landscape attributes — from wildfire hazard and fuel loads to habitat suitability, vegetation structure, carbon storage, hydrology, and social-ecological metrics. The Joint Research Centre (JRC) of the European Commission (EC) set up in 1998 a research group to work specifically on the development and implementation of advanced methods for the evaluation of forest fire danger and mapping of burnt areas at the European scale. Also in 1998, a first meeting of the "Forest Fire Experts Group" of the Member States took place. This group was established by DG ENV and JRC to advice on the development of the foreseen methods for fire assessment.

These activities led to the development of the European Forest Fire Information System (EFFIS) which became operational in 2000.

EFFIS has been continuously expanding, sustained by the research work done at the JRC and supported by other European Commission services (DG ENV, DG ECHO, DG GROW) and the European Countries. Since the year 2015, EFFIS is part of the EU Copernicus Program, under the Emergency Management Service (EMS).   

EFFIS was created through cooperative effort of the countries and the EC Services, and is open to all European countries. Further, an agreement with FAO Silva-Mediterranea was reached to extend the system to all non-EU Mediterranean countries. Along the time the original modules of fire danger forecast and damage assessment have been enhanced, and additional modules have been developed.

Here is a summary of key technical facts on EFFIS during last years.

* In 2003 the rapid damage assessment was introduced to provide quasi-real time maps of burned areas in southern Europe.
* In 2004 the EFFIS fire database was established and since then the number of participating countries has been continuously increasing.
* In 2005 the web map viewer has been thoroughly renewed, introducing new functionalities and the query tools.
* An interface called "current situation" was set-up in 2007 to complement the standard mapping interface during the fire season with additional real-time information such as hot spots maps or news from the internet press. Also in 2007 a unified fire danger assessment method was adopted in EFFIS and fire danger forecasts were extended to 6 days and later on to 10 days, in 2014.
* In 2008 new products providing maps of fire danger anomalies and absolute ranking based on the fire danger index adopted have been introduced.

The University of California recently awarded $6 million to a multicampus research grant, in partnership with UC-managed national laboratories, to advance Low-Energy, AI-Informed Phase Transitions (LEAP). The goals of LEAP are to accelerate research into more efficient AI — with help from AI. Using a mix of theory, real-world data and simulations, we will train a large language model AI designed to simulate the effectiveness of topological materials for computing. By narrowing the field of materials that will be tested in the lab, this AI could speed up the discovery of new chip materials that switch faster and use less energy. The kickoff meeting for this research grant was held on August 6th 2025 and was hosted by the Eddleman Quantum Institute at UC Santa Barbara.

The National Agriculture Imagery Program (NAIP) GeoHub site provides a place for users to search, discover, and visualize NAIP imagery. 
 
The NAIP imagery program acquires aerial imagery during the agricultural growing seasons in the United States.  A primary goal of the NAIP program is to make digital ortho photography available to governmental agencies and the public within a year of acquisition.

NAIP is administered through the USDA's Farm Production and Conservation Business Center (FPAC-BC) Geospatial Enterprise Operations (GEO) Branch.  This "leaf-on" imagery is used as a base layer for GIS programs in the Farm Service Agency's County Service Centers, and is used to maintain the Common Land Unit (CLU) boundaries.
